The challenge & transformation

Ride quality and rutting drive maintenance budgets, and neither can be argued from a visual inspection. A windscreen survey produces a view rather than a measurement, so a programme built on it cannot be defended to a treasurer or an auditor. Roughness governs what road users experience and what vehicles cost to run, yet most networks carry no current figure for it, and wheel-path deformation develops almost invisibly until it is holding water.

Solid-state LiDAR profiles the surface continuously along the full length at traffic speed, returning engineering metrics rather than imagery to interpret. Longitudinal profile yields roughness indices such as IRI, transverse profile yields rut depth, and texture is measured alongside both from the same pass. Successive surveys run to the same specification and chainage, so rate of change becomes an input to the programme and coverage stops being a decision about which lengths to sample.
